The State Energy Office believes that the municipal veto on wind power has gone wrong and should be abolished. Among other things tempt the municipalities to charge for permits.

The design of Chapter 16.4 Environmental Code also allows for municipalities to implement the acquits as a "silent veto", with the possibility of negotiations with financial incentives that do not support the legislation.
